Cohon and his team - chief operating officer Michael Copeland, vice president of football operations Kevin McDonald, Calgary Stampeders president Ken King, Roughriders president Jim Hopson and CFL legal counsel Steve Shamie - presented the union with a base salary cap of $5 million in 2014, along with a clause that stipulated if in the third year of a new CBA (potentially 2016) the leagues aggregate revenues grew by $27 million compared to the previous year, the CFL would be open to renegotiating and possibly raising the salary cap. Cohon later called it the leagues "final offer." "In the discussions the players said to us Were really worried if you have some break-out revenues, some extraordinary opportunities - new TV deal, major, major sponsorship, all of a sudden all your stadiums are full - we want to participate," Cohon said. "We thought that was a major step forward for us." The players representatives at the table - union president Scott Flory, vice presidents Marwan Hage and Jeff Keeping, treasurer Brian Ramsay and CFLPA legal counsel Ed Molstad - tabled a counter proposal before 11:30am ET. It included a $5.8 million cap and $4.8 million minimum cap floor. The players also banished the revenue-sharing percentages from their previous offer, and in its place created a "Revenue Protection Clause." The clause offered the potential for a "fixed cap for a minimum of two years," and if league revenues in the third year - excluding money made from the Grey Cup - increased "more than $12 million," the league and union would reopen talks on the salary cap limit or the existing CBA would be void at the end of that season. "A system where the cap is tied to revenue," Flory said. "They are fixed on fixing the cost of the players. We came up with a system that we thought was incredibly reasonable, where there is a protection for guys. If revenues grow by a certain amount, we are just going to recalibrate the cap." The league met the players after 2pm ET, saying the unions proposal was unacceptable and walked out. "You get to a point in negotiations where you have to look holistically at whats important to our league - we have to protect and continue to try and thrive and build this league," Cohon said. "The reason [talks] broke down is the proposal from the players would set us back. We cant do that." "We tried to accommodate and make a deal because we want to be on the field," Flory said. "We want to play football. It is just clear to the other side that they are going to try and dictate terms to us. We arent willing to accept that." Cohon said the league couldnt accept the players math. "When we put our best offer on the table, which was a significant offer - and by the way we walked in and placed down all of our financials - we broke down each teams P&L (profit and loss) and based upon their proposal over two-thirds of our teams would be losing money," the commissioner said. The players offer also includes non-financial points - including one padded practice per week and the desire to have an independent neurologist on the sideline for every game - and a proposal to reduce contract option years. But differing methods to constructing, setting and growing the salary cap appears a wide gulf right now. The one thing both sides apparently agree on, however, is its up to the players to decide their next move. Union sources told TSN the players are awaiting all strike ballots and reviewing particular provincial labour laws before declaring to the league they have the will and right to strike at any time. A federal judge on Monday granted preliminary approval to a landmark deal that would compensate thousands of former NFL players for concussion-related claims. The original settlement included $675 million for compensatory claims for players with neurological symptoms, $75 million for baseline testing and $10 million for medical research and education. The NFL would also pay an additional $112 million to the players lawyers, for a total payout of more than $870 million. The revised settlement eliminates the cap on overall damage claims but retains a payout formula for individual retirees that considers their age and illness. A young retiree with amyotrophic lateral sclerosis, or Lou Gehrigs disease, would receive $5 million, a 50-year-old with Alzheimers disease would get $1.6 million and an 80-year-old with early dementia would get $25,000. Even with the cap removed, both sides said they believe the NFL will spend no more than about $675 million on damage claims by ex-players. Critics of the deal have said the league, with annual revenues approaching $10 billion, was getting off lightly. They could raise objections at a fairness hearing scheduled for Nov. 19, and ultimately opt out of the settlement. However, they would then face the risk of a protracted legal fight, and would have to prove any injuries were caused by NFL concussions and not any suffered in youth or college sports. I think thats really important that we dont get down on ourselves and we just give up just because we have a certain amount of losses. Philadelphia coach Brett Brown was impressed by the leadership the 22-year-old Carter-Williams showed. "He never would have done that two months ago," Brown said. Terrence�Jones had 20 points. There were a number of lowlights as the 76ers took their spot in history. One came when Howard blocked a shot by Thaddeus�Young and he fell backward to the ground. A nice reverse layup by Anderson tied it at 43-all midway through the second quarter before Houston used a 20-6 run to take a 63-49 lead at halftime. The Sixers missed nine shots, including three layups, and had four turnovers as the Rockets built the lead. Houston was up by 17 late in the third quarter when the team went on an 8-0 run to pad the lead to 96-71. Brown addressed the dreadful stretch before the game and he isnt interested in anyones pity. "I hope they feel good about themselves," he said. "I dont want anyone feeling sorry for us or hanging our head ... we are going through something and we will get through it together." He also discussed their plan for rebuilding at length, saying he knew what he was getting into when he took the job and insisted this skid hasnt been difficult for him. "I can tell you very, very sincerely that this is something that in a twisted way is enjoyable in regards to watching the young guys get better," he said. "Obviously at times its hard going through it ... (but) I feel like were heading in the right direction." "Theyve improved this offseason and part of it is just having a young team together, the core players and you add another year," Heat coach Erik Spoelstra said of the Raptors. "Theyre extremely athletic, theyre long [and] they have size at all the positions." Trends and Tidbits Although the Raptors have made a concerted effort to get Jonas�Valanciunas involved early in the first three games, he has not had a major impact after the opening period. The sophomore centre, whos played fewer than 18 minutes in each of the last two games, has not been on the floor much down the stretch, as Casey still feels more comfortable with Amir�Johnson anchoring the small lineup hes been using. Per NBA.com, Valanciunas has attempted 14 shots in 25 first-quarter minutes but has taken just seven in 40 minutes after the opening frame. James double-digit scoring streak has reached 499 straight regular-season games, dating back to January of 2007. His teams - the Heat and Cavaliers - hold a 363-136 record in those contests. "We dont want to put a ceiling on him," Spoelstra said of the four-time MVP. "And even at the level he played last year hopefully he can reinvent himself and take us to a different level." What to Watch For Disrupting Miamis rhythm Now four years into the Big Three era, the Heat have become a well-oiled machine on both ends of the floor, specially offensively where they move the ball as well as any team in the NBA. Their pristine spacing and ball movement was on display in Sundays victory over Washington, registering 32 assists on 37 made field goals. The Heat are 54-3 when collecting at least 25 assists since the start of the 2010-11 season. In order for the Raptors to have a fighting chance against a far more experienced and superior offence, theyll have to take Miami out of its comfort zone - easier said than done - or catch them on a rare off day. Keeping them inside the arch Three-point shooting continues to be a big part of what makes the Heat so dangerous, aided by their excellent ball movement. Miami shot 11-for-27 from three-point range on Sunday and the Raptors hope to force them to settle for long twos in Toronto. "You cant take away everything from them," Casey cautioned. "When you try to take away everything, you take away nothing. One thing we do want to do is make them take tough twos [and] try to limit the number of threes they get. They have to have the three to be successful so we want to run them off the three-point line." After adding Ray�Allen a year ago, the Heat finished the 2012-13 season shooting 40 per cent from long range, good for the second best mark in the league. Control the boards Unexpectedly the Raptors strength through three games has been on the boards, where they struggled through most of the preseason. They havent just been impressive rebounding the basketball, theyve been dominant, which could present a problem for a small Heat team if it carries over into Tuesdays game. The Raptors have out-rebounded opponents 150-108 through three games, including a 47-20 advantage on the offensive glass, a category in which they lead the league early in the campaign. Nearly a quarter of Torontos points (22.5 per cent) have come off second-chance opportunities. Miami was last in the league on the boards a year ago and will be without their leading rebounder with Bosh unavailable Tuesday. Who to Watch For Rudy�Gay The Raptors forward has struggled with shot selection and offensive efficiency early in the season, shooting just 33 per cent from the field and leading the team in turnovers. Dwyane�Wade On the wrong side of 30 and having battled a series of knee injuries over the last couple years, Wade has been forced to adapt and change his game.
